How to get the 3rd dose of covid vaccine in Sicily, Italy

So when is the covid vaccine available for people who are not Italian citizens and do not have a residence permit in Italy?
According to the Italian government, all American citizens who have an Italian phone number and passport can get the vaccine.

For an American citizen, you need:

a passport
your previous covid vaccine document from 1st, and the 2nd dose
You need the Italian phone number for receiving the code after the shot

The covid vaccine is offered at the hospital (refer to the video link: What bus goes to the hospital in Marsala Sicily, Italy). We took a bus there that cost less than 2.0 euros per ticket. You can either buy the tickets at the Tabacchi shop or on the bus. You need 2 tickets for there and back.
